Organization and position within the organization
Justice Rapid Response (JRR) is an intergovernmental initiative that partners with international, national and civil society actors by providing them with prompt, impartial and professional expertise, tailored to each context, to investigate international crimes and serious human rights violations and to promote the rights and access to justice of victims and survivors. The JRR Secretariat team carries out JRR’s activities under the direction of the JRR Executive Director and it is based in Geneva, Switzerland with a liaison office in New York.
The Role
The Transitional Justice and Victim Participation consultant will strengthen JRR’s work in Ukraine, in relation to a comprehensive approach to accountability including truth, justice, reparations and memorialization for victims and survivors of core international crimes and human rights violations. Duties and responsibilities
This is a short-term consultancy for an estimated 40 working days within a three months period. The expert will be tasked with the following:
1) Familiarizing themselves with JRR’s mandate, plan of work, workstreams, multi-year strategy and gaps,
in relation to Ukraine;
2) Develop a consultation methodology to map ongoing initiatives in relation to truth, criminal justice,
reparations and memorialization and victim participation in Ukraine;
3) In coordination with JRR, arrange and participate on consultation meetings with agreed upon
stakeholders with the purpose of gathering information on context and their work, and on the needs and gaps
for themselves and other actors;
4) Systematize and analyze the information gathered;
5) Provide regular updates to JRR focal points on progress and developments;
6) Provide a final report to JRR that includes the mapping of stakeholders and initiatives to strengthen a comprehensive approach to accountability including truth, justice, reparations and memorialization for victims and survivors of core international crimes and human rights violationsin relation to the conflict in Ukraine.
Qualifications
- In depth understanding of the justice sector in Ukraine and at least 5 years of demonstrated experience in the field of Human Rights and International Law in Ukraine. Prior experience on Transitional Justice would be an asset.
- Proven interpersonal skills and demonstrated experience in interaction with variety of partners and professionals from different parts of the world. This includes experience engaging and/or building partnerships with key justice actors in Ukraine, including civil society actors, national authorities, diplomatic community, donors.
- Fluency in English and Ukrainian.
- Experience of working with Microsoft 365 (incl Teams; Sharepoint/One Drive; Outlook etc) is essential.
- Excellent communication, diplomatic and analytical skills.
- Demonstrated experience drafting reports.
- Ability to work independently as well as part of a team, including participative facilitation skills.
- Ability to juggle multiple projects, work under pressure, meet deadlines, and be highly organized with attention to detail.
