Throughout the year, Justice Rapid Response posts various calls for nomination on the Justice Rapid Response website. A notification about new openings is also sent to everyone who has subscribed to the distribution list for calls for nomination. The Justice Rapid Response recruitment course is no longer a step in the certification process. All applicants who are considered for the Justice Rapid Response Expert Roster, go through a competitive selection process. Before certification, all selected experts will undertake an e-learning induction programme.
If during the selection process, it appears that Justice Rapid Response would like to retain the expert but that further training is needed for the expert to apply their expertise in the context of an international investigation, the Justice Rapid Response training course or alternative training avenues will be discussed with the candidate. In that case, the certification can only take place after completion of this additional training.
The Call for Nominations (CfN) is an invitation for nominations for the Justice Rapid Response Expert Roster.
The CfN outlines the expertise and skillsets that Justice Rapid Response wants to add to the Roster. It includes the link to the relevant application form and provides information regarding the selection criteria and the deadline for applications.

Only if during the selection process, it appears that Justice Rapid Response would like to retain the expert but that further training is needed for the expert to apply their expertise in the context of an international investigation, training avenues to address these needs will be discussed with the candidate. The Call for Nominations outlines the list of professions, expertise, languages, and experience that Justice Rapid Response, at that moment, seeks to add to the Expert Roster. The expertise that is recruited depends on the current and anticipated needs of the international community.
Justice Rapid Response can provide a wide variety of surge capacity from 60 different professional categories. Criminal Investigators (both national and international); Human Rights Investigators; SGBV Investigators; Experts in Digital Forensics; Ballistics Experts; Military Experts; Human Rights Monitors and Analysts; Security Specialists; Witness Protection Specialists; Experts in mental health and psycho-social support in the context of international investigations; Prosecutors; Forensic Pathologists; Clinical Forensic Doctors; Forensic Document Examiners; Crime Scene Analysts; Experts in Crimes affecting Children; Transitional Justice Experts; Criminal Law, IHL and IHRL specialists; Interpreters; Financial Investigators; SEA Investigators, etc.
In each Call for Nominations, Justice Rapid Response indicates which profiles (professions in combination with specific skillsets and languages) are invited to apply. The nominated candidates will be screened based on the expertise identified as well as on their qualifications and experience. The gender balance and the need to have a roster reflecting a broad geographic and linguistic representation is also taken into consideration.
Please be advised that priority will be given to applicants whose profiles directly correspond to the selection criteria outlined in the Call for Nominations (CfN). Every year, Justice Rapid Response launches several calls for nominations; we recommend that you apply when your professional category is listed in the CfN; this will significantly increase your chances of being selected for further steps in the procedure.
To be considered for the Justice Rapid Response Expert Roster, experts must apply through the Personal History Webform link provided in the relevant Call for Nominations.
Together with the Personal History Webform, experts will be required to submit the following documents duly signed and completed:
- Nomination Form: completed and hand-signed by the employer. As rapid deployability of Justice Rapid Response experts in practice requires the agreement of the expert’s employer, the Nomination Form must be completed by the employer of the expert, and more specifically by the person who has the authority to release the expert for potential short-term international deployments (generally for up to 3 months).
- Supervisor Recommendation Form: completed and signed by the supervisor of the expert.
- Agreement Form: completed and signed by the expert.
Incomplete applications cannot be considered, and only applications submitted online through the link provided in the relevant call for nominations will be accepted.
To be considered for the Justice Rapid Response Expert Roster, experts must fill out a Justice Rapid Response Personal History Webform, outlining their contact information, educational background, employment history, languages, expertise, and motivations for joining the Justice Rapid Response Expert Roster.
The PHF is an important tool for Justice Rapid Response. It is used in the recruitment process and, after certification of the expert, for finding the experts whose profile corresponds best with the requirements in the Terms of Reference for a deployment. Experts are therefore advised to provide as much detailed information as possible.
By signing the Agreement Form, experts confirm that the information that they have provided is complete and accurate and that any failure to disclose relevant information at the submission stage may result in reversal of acceptance decisions and removal from the Justice Rapid Response Expert Roster.

To be considered for the Justice Rapid Response Expert Roster and deployments through Justice Rapid Response, experts must provide a signed Nomination Form from their employer.
This document outlines the employers’ understanding that by nominating their expert for the Justice Rapid Response Expert Roster, they agree in principle to consider releasing that expert for short-term international deployments if requests should arise.
The Nomination Form must be completed by the person responsible and with the appropriate authority for the rapid release of the expert for potential deployments (generally for up to 3 months).
This measure is required to maintain an effective roster and ensure a high rate of availability among its members.
Self-employed experts must still attach the form upon application and indicate that it is a self-nomination. Experts who are under an employment contract and who would rather involve their current employer at a later stage of the selection process, can provide the form after the preliminary stages of the selection procedure. Note though, that further steps will be on hold until the signed nomination form is provided.
To be considered for the Justice Rapid Response Expert Roster experts must provide a Recommendation Form.
The purpose of the Supervisor Recommendation Form is to get an informed recommendation from a person who can evaluate the expert’s work and skills in a professional setting. Please kindly note that this form is different from the Justice Rapid Response Nomination Form and is an additional requirement to the application package requested for each candidate.
The Agreement Form is required as part of the application process for the Justice Rapid Response Expert Roster. By signing the Agreement Form, experts confirm that the information that they have provided is complete and accurate and that any failure to disclose relevant information at the submission stage may result in reversal of acceptance decisions and removal from the Justice Rapid Response Expert Roster.
All self-employed experts or independent consultants must submit the Nomination Form, Supervisor Form and Agreement Form with their application for the Justice Rapid Response Expert Roster.
Self-employed experts or independent consultants who, at the time of their application, do not have an employer, should fill out the Nomination Form themselves and follow the self-nomination instructions on the form. This requirement is to ensure that there is an understanding that by nominating themselves for the Justice Rapid Response Expert Roster, experts are agreeing to be available for international short-term deployment missions should a request arise.
Experts on long-term consultancy projects with limited availabilities are advised to request agreement from their current clients.
Self-employed experts or independent consultants are also required to provide a Recommendation Form. Should you not have a supervisor, this form may be completed by the most recent, or most relevant, client to which you have provided services.
Should this not be possible, Justice Rapid Response will also accept a Supervisor Recommendation Form completed by your most recent previous supervisor.
The purpose of the Supervisor Recommendation Form is to get an informed recommendation from a person who can evaluate your work and your skills in a work setting.
Please kindly note that the Personal History Form (PHF) of self-employed candidates can only be considered for recruitment or deployment purposes if the three forms (Nomination, Recommendation, Agreement) are attached.
Experts who are unemployed or on sabbatical leave at the time of their application, are required to fill out a Nomination Form indicating their status on the form and following the self-nomination instructions. This requirement is to ensure that there is an understanding that, by nominating themselves for the Justice Rapid Response Expert Roster, experts are agreeing to be available for international short-term deployment missions should a request arise.
When the employment situation changes, experts are required to provide a new Nomination Form signed by their new employer. This is to maintain an effective roster and ensure a high rate of availability for deployments among its members.
All candidates, employed or not, are also required to provide a Recommendation Form completed by their most recent previous supervisor.
The purpose of the Supervisor Recommendation Form is to get an informed recommendation from a person who can evaluate the experts work and skills in a professional setting.

The mandatory online induction course, which is part of the Justice Rapid Response certification process, is free of costs.
For candidates who are asked to participate in an in-person training that will allow them to apply their expertise in the context of in international criminal investigations, Justice Rapid Response will cover the course fees.
Expenses related to travel, accommodation, and meals, however, are to be covered by the expert or their nominating employer (Justice Rapid Response may be able to provide sponsorship for these expenses to nationals of countries and territories eligible to receive official development assistance (ODA). The OECD DAC list of ODA recipients may be found here).
JRR is a facility that provides surge capacity to the international community. To ensure that JRR does not negatively impact the ability of organizations to carry out their mandates on account of losing vital human resources, Justice Rapid Response avoids placing on the Justice Rapid Response Expert Roster staff from organizations that are current or potential end-users of the Roster. It is therefore important that these end-user organizations fully endorse the nomination of a given expert.
Justice Rapid Response has agreed to not accept nominations of regular staff members for OHCHR.
Professionals working as consultants to such organizations remain eligible for nomination. These experts should be available for short-term deployments, upon release by their employers.
Before deciding to submit an application after the deadline, experts are advised to contact roster- recruitment@justicerapidresponse.org for further advice.
A course can constitute part of the recruitment process, but this is not always the case. After an extensive review of the application packages, interviews, and reference checks and in consultation with its partners, Justice Rapid Response decides which candidates would benefit from a course on international criminal investigations to be able to apply their expertise in the context of an international investigation. It is a selection based on the learning needs of the experts. Eligibility criteria such as nationality can also play a role.
The selection process can sometimes be quite lengthy. In addition, the duration may vary depending on the number of applications received. We thank you for your patience and understanding in this regard. All applicants will be informed in due time on whether they have been selected for further steps in the procedure.
The modules in the induction programme are self-paced. For possible additional virtual and in-person modules and courses that Justice Rapid Response deems necessary for the certification of the expert it is not possible to miss parts of the course.
Yes. Experts may apply multiple times for joining the Justice Rapid Response Expert Roster.
Experts are nonetheless advised to only apply when their profession and skillset corresponds with the profiles listed in the Call for Nominations. Each Call for Nominations outlines the list of expertise and languages that are specifically sought at a given time. This list is adapted for each CfN and reflects the evolving needs of the roster.
For each new application, experts need to again fill out and submit all the forms.
Yes, experts are required to provide a new application each time they apply for the Justice Rapid Response Expert Roster.
Experts are advised to provide as much relevant information as possible. Information included in the webform is used as a basis for selection not only for certification, but also for potential deployment missions.
No. Please do not resubmit a webform. Experts already on the Justice Rapid Response Roster, whose profiles have changed, are kindly requested to update the information on Basecamp or contact the Justice Rapid Response secretariat at basecamp@justicerapidresponse.org.
Calls for Nominations are sent to Justice Rapid Response Roster experts for them to be able to disseminate the call within their professional networks to colleagues with relevant profiles, who may be interested in joining the Justice Rapid Response Roster.
Should experts wish to have further training in international criminal investigations, interviewing skills, SGBV investigations, etc. we recommend consulting the IICI website for their capacity building training courses.
