New Geneva Academy Report on the State of IHL

The Geneva Academy of International Humanitarian Law and Human Rights, just released a new report titled “War Watch: IHL in Focus Report” that summarizes the major armed conflicts in Africa, Asia, Europe, and the Americas that occurred between July 2024 and December 2025, and their impact on civilian populations. As highlighted in the report, the years 2024 and 2025 proved to be devastating for civilians, reinforcing the phenomenon of rampant impunity and distancing the world from building more peaceful and inclusive societies, in line with the 2030 agenda.

In fact, impunity for atrocity crimes and serious human rights violations poses a significant obstacle for conflict-affected and fragile states to transition towards sustainable peace and development. This is because impunity fuels the recurrence of conflict and violence, and further weakens state institutions, the rule of law and the social fabric.

It is through a locally owned, gender sensitive and inclusive approach to justice, including criminal prosecutions, truth telling, reparations, guarantees of non-recurrence and memorialization, that peace and stability can be restored and consolidated effectively.

JRR will continue promoting such an approach to justice processes and stands ready to provide its technical expertise to support the broad justice and human rights community.

To report.
