Justice Rapid Response partners with international, national and civil society actors by providing them with prompt, impartial and professional expertise, tailored to each context, to investigate international crimes and serious human rights violations and to promote the rights and access to justice of victims and survivors.

OUR STORY
The detrimental effects of serious human rights violations and international crimes have lasting impacts on society as a whole. Addressing the social damage of atrocity crimes is part of an effective and sustainable peace-building process, and entails promoting the enabling conditions to ensure that victims and survivors have access to justice.
However, the capacity to deliver justice to victims and survivors and really deter future offenders lags behind. Most often, the needed expertise to support justice and accountability processes with swift, impartial and professional expertise with a victim-centered, gender sensitive and inclusive approach to justice is not available.
This is precisely why JRR has been established: to bridge this expertise gap.
our milestones
Justice Rapid Response was founded in 2009 after States identified the need to make available rapid and surge capacity resources to support justice actors in bridging a gap in highly technical expertise.
In 2009, JRR completed its very first expert deployment of a Military and Police Analyst in support of to the UN Commission of Inquiry in Guinea.
In 2012, UN Women and JRR signed a partnership to support the UN system’s efforts to mainstream gender rights in international investigations and fight impunity for sexual and gender-based violence.
Since its creation, JRR has been supporting international and national justice actors. In 2015, JRR launched its Civil Society Programme to build capacity for local organizations involved in justice and accountability efforts, enabling JRR to support the whole justice ecosystem.
Between 2023 and 2024, JRR underwent a comprehensive a external independent evaluation mandated by Finland’s Ministry of Foreign Affairs. The report notes a high level of responsiveness from JRR, a high level of satisfaction among requesting entities, and the critical contribution of JRR in the qualitative improvement of investigations.
In 2024, JRR completed its 700th expert deployment by supporting Colombia’s Special Jurisdiction for Peace with psychosocial expertise to promote victims and survivors’ needs.

our governance
JRR is registered as an international non-profit Association under Swiss law and receives strategic guidance from its Executive Board comprised of ten States (Belgium, Canada (observer), Finland, The Netherlands, Republic of Korea, Sierra Leone, Sweden and Uganda), UN Women (observer) and two individuals. JRR’s operations are managed by a secretariat based in Geneva.
