International justice and human rights institutions, national jurisdictions and civil society organizations can request expert support from Justice Rapid Response. Discover our three programmes below and the partners we work with:

International Justice Programme
Supporting international and regional justice & human rights mechanisms to bridge gaps in expertise and for the inclusion of marginalized victims.
National Justice Programme
Supporting national jurisdictions in delivering gender-sensitive and victim-centered justice for international crimes and grave human rights violations through judicial and non-judicial initiatives.

Civil Society Programme
Supporting civil society organizations to power up the whole justice ecosystem and promote survivors’ and victims’ agency in justice processes.
Each request for expertise received is reviewed against the following criteria:
The request is in conformity with Justice Rapid Response’s mandate, which is to provide the international community with prompt, impartial and professional expertise to investigate international crimes and serious human rights violations and to promote the rights and access to justice of victims and survivors;
The request is in conformity with international law;
The request is free from political motivation that would undermine the impartial and purely professional nature of JRR’s mandate and objectives;
The deployment is possible to be carried out with particular attention to the safety of the experts, as well as that of the victims and witnesses wo would come into contact with JRR’s experts; and
There is a need for a rapid response – such as a political and/or security window of opportunity to investigate, or concern that the evidence and/or the patience of the population will erode.
Additional criteria might apply depending on the nature of the requesting entity.
Deployment of expertise from the JRR Roster will also depend on the capacity to identify funding to cover the costs of these deployments.
JRR reserves itself the right to prioritize requests for expertise based on their anticipated impact and the alignment with JRR’s four-year strategy and thematic priorities.
The following map of expert deployments is not exhaustive and is based on our deployments for 2024. Justice Rapid Response may entertain requests for expertise for other country situations.
